This deliverable describes the conceptual framework on energy citizenship. It will lay down the key definitions, theoretical underpinnings and social constructions of the required systematic energy citizenship understanding. The conceptual framework will disclose the diversity of more and less "active" energy citizenship forms, identifying the main distinctions brought forward in the state-of-the-art of social innovation and transitions, political science, sociology, energy studies, social psychology, geography and critical social theory. This also involves elaboration of different understandings of the energy systems that energy citizenship can refer to.

This deliverable elaborates the fundamentals of the conceptual framework (D2.1) into a conceptual typology. The deliverable elaborates, systematises and operationalises the key conceptual distinctions into empirical observables and examples, analytical categories, and sensitising concepts for further empirical analyses (WP3–6) and for activities in dissemination (WPs 1 and 7). This second stage in conceptualization ensures that the conceptual framework provides sufficient foothold for the development of empirically grounded typologies, and for application throughout the project (analysis in thematic work packages, but also policy advice and dissemination activities).

The report will identify the most viable business models, social innovation models and new forms of organisation appropriate for advancing energy citizenship in different conditions. The report will include strategies for upscaling energy citizenship in the 9 participating countries, aimed at businesses, policy-makers, energy citizenship practitioners and citizens belonging to different social groups.

The report will summarise the input and findings from the EU-wide online survey with 10 000 respondents, and the discussions at the 9 national citizen consultations, on which pro-active energy citizenship scenarios will be co-created.

The energy citizenship scenarios, co-created by citizens, will be further developed and finalised by experts, who will translate them into actionable policy-relevant prospective scenarios for further support and transformation of energy citizenship. Attention is given to the COVID-19 situation and Green Deal to make Europe’s economy sustainable, fair and inclusive.
